Our Team
We are a small team; however, our breadth and depth of experience provides any organization looking for assistance in growing and strengthening their team and programming with effective support and a model of service that benefits all levels.
As a small team, Journal and Associates is able to provide in-depth, hands-on support to every project we undertake. All projects are led by Larry Journal, Jacquie Pepper-Journal, or Nicole Journal. We ensure timely and open communications with our clients and foster a collaborative working environment. Regular meetings will be identified within the workplan to discuss important project milestones and clients will be provided regular updates on the project status. Journal and Associates has built into their workplan the ability to discuss and share lessons learned tied to the completion of each milestone. We believe this not only improves project outcomes, it also allows us to continually improve our services and provide greater benefit to our clients.
Jacquie Pepper-Journal, Chief Executive Officer
Jacquie is not only committed to the vision of Journal and Associates, but she also has a strong commitment to community. In the past three years, Jacquie has received a Governor in Council appointment to the Board
of Directors, Polar Knowledge, Canadian High Arctic Research Centre, became a member of the Air Cadet League of Canada National Executive Committee and is a dedicated Rotarian and recent past president.
Since the formation of Journal and Associates, Jacquie has consulted with the Government of Nunavut supporting the Department of Health, and Community and Government Services. Jacquie provided support to
the Medical Travel Program, Dental Program and Patient Relations Division, Health and to the Policy and Consumer Affairs Division, Community and Government Services.
Jacquie retired from the Government of Nunavut in January 2019. Her position at the time of retirement was Assistant Deputy Minister, Programs and Standards, Department of Health. Other positions Jacquie held with the Government of Nunavut include: Director of Policy and Planning, Department of Health; Distance Education and Learning Coordinator, Nunavut Arctic College; Manager Communications, Department of Health; and Manager of Communications and Outreach, Department of Environment. Jacquie’s breadth of experiences includes both soft and hard skills: strategic planning, policy development, legislative proposal development, research and report writing, instruction and facilitation, leadership, coaching and mentoring. As a senior member, Jacquie provided mentoring, coaching and professional development opportunities for all staff within her different areas and for many staff that sought out advice and support. As a resident of Nunavut, and within her different positions with the Government of Nunavut, Jacquie participated in cultural competency training, was privileged to learn about and incorporate Inuit Societal Values and Inuktut into her planning, assessment models, and program development.
Prior to her relocation to Nunavut, Jacquie served 29 years as Reserve Officer with the Canadian Armed Forces. There Jacquie held a myriad of positions including administrative, education and training, and
facilitation, along with many command positions. Jacquie was often put into positions that required her to rebuild teams, implement change, improve organizational structure, analyse and process development, and
provide mentoring, coaching, and professional development to officers both in newly appointed leadership roles or requiring further training.
As an officer with the Regional Cadet Instructor School she provided instruction, supervision, and facilitation to over 2,000 officers. She commanded and is still the only female officer to command the (then) two largest cadet training centres in Canada. Each centre saw respectively 1500 and 4000 cadets each summer. In this role, Jacquie delivered harassment facilitation sessions, and was a harassment investigator and ethics facilitator. She was part of the first cohort of e-learning facilitators and often facilitated the senior officer leadership courses. Jacquie has extensive experience with online learning program design and development.

Larry Journal, President
Larry’s work and life philosophies are “service above self”, “lifelong learning” and “continuous improvement.” His belief in service is evident in his volunteerism, including organizing four humanitarian aid missions to
Malawi Africa. Here he gained significant insight into strategies to implement projects under challenging circumstances and communicating with community leaders across cultures.
Larry brings to the team a strong financial background along with many years working in the not-for-profit community. Larry’s work experience includes portfolios with TD Canada Trust, The Employment and Education
Centre Brockville and he was self-employed as a mortgage broker. This combined with the work he did in Nunavut makes him a leader and mentor for Journal and Associates and the organizations we engage.
Larry retired from his position as the Nunavut Territorial Director of Income Support, Department of Family Services in 2018. In this position, Larry led important community and income support initiatives that required oversight and accountability for multi-million-dollar projects. His final project with the GN was a Nunavut-wide consultation implemented by the Department of Family Services with the goal of improving the Income Assistance Program. Larry worked closely with other Government Departments, Municipal Governments, Nunavut communities, external stakeholders, and Income Assistance Recipients. The result of the consultation provided feedback that allowed the GN to make positive changes to the Income Support Program and improved services to its recipients. During Larry’s seven years in Nunavut he was able to visit all 25 communities.
After Larry and Jacquie relocated to Ontario, he has since been contracted by the GN to provide the following services for the Nunavut Housing Corporation:
- Program staff training:
- Time management skills and file management
- Development of a briefing note, and
- Program training in mortgage and rent collections
- Community visitations:
- Visiting local Housing Associations to help build capacity and train staff on rent collections, communications, letter writing and file management.
- Development and implementation of projects and programs.
- Program evaluation and analysis, and reporting findings to senior management.
- Report writing
He holds a Masters degree in Community Development, Education and Inuit studies. He is also a certified Project Manager (PMP), and his designation is active until December 2023.

Nicole Journal, Senior Associate
Nicole works as an education consultant with Journal and Associates designing and delivering professional development workshops and supporting training program curriculum development for various Government of Nunavut Departments.
Formerly she was a Teacher Development Manager (TDM) for Teach for Canada (TFC), a non-profit organization that works in partnership with First Nations to recruit, prepare and support outstanding teachers with the overall goal of improving student success in northern Ontario and Manitoba Frist Nations. As a Teacher Development Manager her primary roles were to develop and facilitate training that prepares teachers
to work in a remote, Indigenous contexts and to support their continued success in a variety of ways including ongoing training, professional development and resource creation.
Nicole has planned and delivered numerous training sessions, for example, in her work with TFC she co-organized a multi-week program including presentations from Elders, Knowledge Keepers, Indigenous Educators, and TDMs like herself, on topics such as Indigenous Cultural Competence, Trauma Informed Classrooms, Lateral Violence, Suicide Awareness and Intervention, Indigenizing the Curriculum, Outdoor Education, and community specific Language Lessons. She also has experience supporting professionals remotely and on the job, for example by completing classroom observations, designing Professional Development Workshops, and creating or sharing learning resources and strategies based on community need.
Nicole previously worked as a classroom teacher in Qikiqtarjuaq, and as an Academic Studies Instructor at Nunavut Arctic College, Nunatta Campus for a combined six years. During this time she was honoured to learn about and incorporate Inuit Societal Values and Inuktut into her planning, teaching, assessment models, and program development. Before moving to Nunavut, Nicole taught in a variety of intercultural and English Language Learner contexts including internationally at schools in Scotland, England, and Nepal, as well as across Canada in Ontario, the Yukon, and British Columbia.
